Project Manager II
Position Overview
The Project Manager II (PM-II) role provides single-point accountability for assigned projects or operates under the general direction of a Project Director or Senior Project Manager. This position is responsible for managing, or assisting in the management of, all phases of project planning and execution to ensure successful delivery across scope, schedule, cost, quality, environmental, safety, communications, security, and integration requirements.
The PM-II is typically assigned a portfolio of low to moderate risk (“White” or “Green” ranked) projects as defined by a formal Risk-Informed Project Ranking Process. Projects primarily support transmission grid interconnections, third-party reimbursable initiatives, and state transportation–related infrastructure programs.
This role serves as a unifying agent, providing leadership, coordination, decision-making, and overall project control in accordance with established company policies, procedures, systems, and governance requirements.
Key Responsibilities
Create, Staff, and Lead Project Teams (25%)
• Provide leadership, oversight, delegation, and coordination across internal and external project resources
• Collaborate with functional groups including Development, Engineering, Project Controls, Estimating, Construction Management, Supply Chain, Legal, EHS, QA/QC, Operations, Communications, Regulatory, Security, and Transmission
• Lead and guide matrixed project team members on a daily basis
• Interface with functional leaders regarding resource placement, development, performance, and conflict resolution
Establish and Maintain Stakeholder Communications (25%)
• Structure, lead, or support project meetings to ensure clear and effective communication across stakeholders
• Prepare and deliver kickoff materials, weekly updates, and monthly project status reports
• Ensure project plans and reporting mechanisms are developed and communicated in alignment with Project Management Center of Excellence (PMCoE) standards
• Communicate effectively with governance bodies and management teams
Project Planning and Development (25%)
• Lead or champion project planning activities including scope definition, work breakdown structures, estimating, and scheduling
• Develop and manage cost controls, procurement and contracting strategies, and vendor/equipment selection
• Coordinate start-up, commissioning, and integration planning as required
• Incorporate safety, quality, and environmental considerations throughout the planning lifecycle
Project Execution and Delivery (25%)
• Execute projects in accordance with approved scope, schedule, and budget
• Manage project objectives, stakeholders, roles and responsibilities, assumptions, and constraints
• Oversee development and execution of project deliverables including risk plans, quality plans, safety plans, environmental plans, security plans, and integration plans
• Manage change control, reporting, lessons learned, data management, and project closeout activities
Required Qualifications
• Bachelor’s Degree
• Minimum of 5 years of project management experience
(9 years of project management experience may be considered in lieu of a degree)
• Experience in transmission engineering and/or transmission-focused project management
Preferred Qualifications
• Demonstrated proficiency in project management, decision-making, critical thinking, and problem-solving
• Experience in risk management, project leadership, collaboration, and oversight
• Utility industry experience within regulated or commercial energy environments
• Construction management knowledge
• Proficiency in project scheduling and cost controls
• Master’s Degree in Project Management or Business Administration
• Experience with transmission grid planning, interconnection agreements, and third-party formal agreements
Professional Certifications
• Project Management Professional (PMP)
• Professional Engineer (PE)
• Certified Associate in Project Management (CAPM) or equivalent
