Learning Business Partner (Program Manager, Learning & Development)

Overview
We are seeking a strategic and execution-focused Learning Business Partner to support business leaders by identifying skill gaps and delivering impactful learning solutions. This role blends business partnership, program management, and facilitation to drive employee development and organizational performance.
Key Responsibilities
Business Partnership & Learning Strategy
- Partner with business leaders and P&C teams to assess development needs and identify skill gaps
- Align learning solutions to business priorities and performance outcomes
- Leverage internal learning resources to drive consistency and reduce external spend
- Connect stakeholders with appropriate Learning Institutes and internal programs
- Collaborate with global teams to communicate North America development needs
- Support the design of local learning solutions when global offerings are not available
Program Management
- Manage end-to-end delivery of learning programs and development journeys
- Plan and execute quarterly learning schedules based on business demand
- Ensure facilitator coverage for all sessions, including external vendor coordination
- Manage and track facilitator pool (certification, performance, utilization)
- Promote programs through effective communication and engagement strategies
- Partner with leadership to manage program budgets
- Conduct iLearn audits to ensure training accuracy and compliance
- Analyze training evaluation data to identify trends and improvement areas
- Support global program enhancements using adult learning best practices
- Oversee external partners to ensure high-quality delivery
Facilitation
- Facilitate virtual and in-person training sessions for open enrollment and team-based programs
- Serve as a role model for facilitation excellence and best practices
Qualifications
- Bachelor’s degree in Science or related field required
- 5+ years of experience in Learning & Development, Program Management, or related field
- Experience partnering with senior stakeholders and influencing at all levels
- Strong understanding of adult learning principles and development frameworks (3E’s: Education, Exposure, Experience)
- Proven project/program management experience
- Advanced proficiency in Microsoft Office tools (Teams, PowerPoint, etc.)
- Strong facilitation skills (virtual and in-person)
- Excellent communication and stakeholder management skills
- Strong organizational skills with the ability to manage competing priorities
- Demonstrated ability to handle conflict resolution and group dynamics
- English fluency required
